ADEME’s Climate Transparency Hub (CTH) has published its annual analysis of the “Article 29 LEC” reports submitted by French investors in 2025.
❗This English version is an informal translation made with DeepI of the French report. The reader is advised that typos and mistakes might remain. In case of discrepancies between the current report and the French report, the latter shall prevail.
📆 A webinar to present the report was held on Friday, April 24. The slides and a recording of the webinar are available below, in French only.
Background
The “Article 29 LEC” framework, in force since 2021, requires French investors to publish a report describing how they take sustainability aspects into account in their investment activities, in particular their strategies for contributing to international climate and biodiversity objectives. This framework is an extension of the European SFDR regulation.
To provide comprehensive visibility of this work and facilitate its analysis, the law entrusts ADEME, a government agency specialising in climate-related matters, with the task of collecting and publishing these reports centrally on a publicly accessible website: the Climate Transparency Hub (CTH). ADEME, in partnership with the Sustainable Finance Observatory, conducts an annual analysis of these reports.
2025 Report
The report describes and analyses the climate and biodiversity practices of a sample of 50 insurers and asset management firms, drawing in particular on elements of the ACT Finance methodology, which assesses the climate strategy of financial institutions. The analysis is supplemented by statistical work carried out on the insurers population using standardised disclosures submitted to the ACPR.
The report:
✅ Provides detailed analyses of the climate strategies of 50 insurers and portfolio management firms
✅ Highlights the practices of these organisations and offers recommendations to help them improve
✅ Includes a statistical section on the insurance sector
The topics covered are:
➡️ Climate strategies (portfolio decarbonisation and transition financing, climate categorisation of investee companies, financing and exclusion targets, engagement policy and portfolio GHG metrics)
➡️ Biodiversity and deforestation strategies
➡️ Reporting aspects: taxonomic ratios and fossil fuel exposure
